INVITATION FOR PREQUALIFICATION

1. INTRODUCTION:
The Federal University of Petroleum Resources, Effurun (FUPRE), Delta State in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations, the university intends to undertake the Procurement of Works for the Implementation of Year 2026 TETFund Special Intervention Project. Competent and experienced Contractors with relevant experiences and good track record of prompt delivery of similar projects are hereby invited to submit prequalification documents for the projects listed below.

2. SCOPE OF PROJECT AND ASSIGNMENT
Lot 1: CONSTRUCTION OF STUDENT RESIDENTIAL HOSTEL

3. ELIGIBILITY REQUIREMENTS
Competent and interested companies who have the requisite experience and desire to execute the projects are required to submit the following documents with verifiable evidence for verification and consideration:
a. Evidence of certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including, form CAC 1.1 or CAC 2 and CAC 7;
b. Certified true copy of the memorandum and articles of association;
c. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (i.e. years 2023, 2024 and 2025) as at when due (such evidence should reflect the value of the projects undertaken by the company in the last 3 years);
d. Current Evidence of Year 2026 Pension Clearance Certificate from PENCOM;
e. Evidence of Year 2026 Compliance Certificate with the provisions of Section 6 (1) (3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011.
f. Sworn affidavit Disclosing whether or not any officer of the Central Bank of Nigeria or the Bureau of Public Procurement is a former of present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all respects;
g. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (TRR) expiring on 31st December 2026; or valid certificate issued by BPP;
h. Employee’s Compensation scheme (ECS) Compliance Certificate issued by the Nigeria Social Insurance Trust Fund (NSITF) for year 2026;
i. Comprehensive company profile including registered office, functional contact/domain email address, GSM phone number(s) with details of key manpower resources available including names and curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
j. Company’s Audited Accounts for the last three (3) years 2023, 2024, 2025 duly stamped by licensed external Auditors
k. Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates;
l. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
m. Evidence of annual turnover of N800 Million and above for capital/infrastructural projects only.
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address.

4.0. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Interested firms are to submit two (2) bound copies of Prequalification Documents separated by dividers and arranged as indicated above. The document should be submitted in sealed envelopes and addressed to:
The Vice Chancellor,
Federal University of Petroleum Resources,
Effurun, Delta State.

Attention: Procurement Unit and clearly marked with the name of the Project.
Furthermore, the reverse of each sealed envelope should have the name and Address of the bidder and drop in the designated Tender Box at the Procurement Unit, Federal University of Petroleum Resources, Effurun, Delta State not later than 12:00 noon on Thursday, 18th June, 2026.

5.0 OPENING OF PRE-QUALIFICATION DOCUMENTS
Opening of Technical bids shall be conducted immediately after the submission deadline at 12:00 noon on Thursday, 18th June, 2026 at the Vice Chancellor’s Conference Room. Bidders are to present at the opening of documents, which will be attended by officials of private sector professional organisations and CSDOs in the areas of anti-corruption/transparency.

6.0. GENERAL INFORMATION
(a) The above listed requirements shall form part of the documents/bids evaluation criteria and non-compliance with any of the stated criteria shall result in automatic disqualification of the bidder
(b) All the documents must be arranged sequentially
(c) All the bid page must be serially numbered and signed.
(d) The Federal University of Petroleum Resources, Effurun, Delta State reserves the right to verify the authenticity of any claims made on the tender documents submitted by the companies.
(e) document(s) submitted late shall be returned un-opened;
(f) Only pre-qualified bidders at technical evaluation will be invited at a later date for collection of tender documents.
(g) The University is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
(h) All Documents must be in English Language and signed by the official Authorized by the bidder.
